Why do you suppose a public building would have key card access-only for the stairwells ... yet full access to every floor by elevator?
Are they trying to stymie the fitness-minded?

Hey, at least the building has stairwell access. In my building we can go down to the first floor, but not up or to adjoining floors. Not even with our keycards (people who use the adjoining parking lot need a different keycard to get in there, but they can go up and down).
Now the CalEPA building -- that's cool. Stairwells are open and there are signs on every floor encouraging people to take the stairs. They even have some kind of stairwell walkathon.
